問１：海兵隊が外出するときには防衛施設庁の職員が同行するのか？
Answer 1: The Marine unit commander has the fundamental responsibility
for
the good order and discipline of his troops. As with anyone in
Japan, the
Marines have the right to travel freely in Japan. Government of
Japan
representatives recently provided explicit assurances that U.S.
forces
personnel training in Japan will not be restricted in their movements
and
will continue to function under existing Status of Forces arrangements.
The
DFAA has offered to provide guides to Marines on liberty.
答え：部隊統率の基本的責任は部隊長が負っており、日本に駐留するすべての米軍人
と同様に海兵隊員も日本全土を自由に動き回る権利がある。在日駐留米軍が行動の自
由を束縛されることはあり得ないし、地位協定に書かれているようにこれからも職務
遂行ができることを日本政府は最近確約した。防衛施設庁は海兵隊が自由に行動する
ときの案内役をかってでているだけである。
Question 2: If that is the case, why have recent press reports
suggested
that Government of Japan officials have assured local officials
that Marines
will be escorted?
問２：もしそれが本当なら、（外出の際に防衛施設庁の職員が）海兵隊員に同行する
と日本政府が地元に対して請け合ったというような報道があったのはなぜか？
Answer 2: Press reports may have created a mistaken impression
of the
situation. If DFAA entered into any local agreement, it was not
coordinated
with either the Marines of U.S. Forces Japan. DFAA has offered
to provide
guides to Marines on liberty. Marine acceptance of this offer
is entirely
voluntary.
答え：新聞報道は誤解を与えたかもしれない。もし防衛施設庁が地元と何らかの協定
を結んだとしても、在日米海兵隊は関知していない。防衛施設庁は海兵隊員が自由に
行動するときの案内役をかってでたけれど、海兵隊がそれを受け入れるかどうかは全
く自由だ。
